Proxies as defined by Google are:
-easily developed substitutes for more precise forms of measurement; proxies are frequently used in Rapid Rural Assessment to provide data quickly and inexpensively in place of indicators that take longer to develop and test for validity and reliability; example, the size or construction
-A computer and associated software that provides clients behind a firewall with a trusted agent that can access the Web on their behalf, while not revealing their IP addresses.

It will mask your IP when surfing, you can log on to MULTIPLE accounts without the hassle of having your IP getting revealed.
This has been legal since 2000. The freedom of anonymity or being ANONYMOUS when surfing.
